FORMATION OF SHAPE OF UNIFORM SYSTEM OF SEARCH AND RESCUINGS ON THE SEA, THE CONCEPT OF DEVELOPMENT КP «SEA SEARCH AND RESCUE SERVICE»
Abstract
In article it is shown, that for the purpose of performance of obligations under the international contracts which party is Ukraine the Decision of the Cabinet of Ukraine the uniform system of search and rescuing on the sea is restored, the system structure in which maintenance of appropriate functioning and the further development of system of search and rescue on the sea lays on казенномом the enterprise «Sea search and rescue service» is defined. Scientific bases of formation of shape of uniform system of search and rescuing on the sea and a substantiation of concepts of development of state enterprise KP «Sea search and rescue service» are considered. Formation of shape of systeme in the present work is based on research of the models received by means of various methods of the description of investigated object. During carrying out of researches following kinds are used: structural, functional, each kind of the description generated corresponding types of models. It is shown, that математически structural properties of system can be presented the count of structure of system or in the form of a matrix of relations between its elements. The functional model full enough and adequately reflects essence of functioning of system. More detailed characteristic of functional communications with the account of logic interaction of separate elements of system such special methods of research of the functional analysis of systems, as a method of the professional analysis give, a method of a logic chain, a method of «a black box». In the conclusion the concept of development КP «Sea search and rescue service» is considered.
